Loxahatchee Mitigation Bank

Cotleur & Hearing, Inc. was retained by Tetratech / Foster Wheeler and the South Florida Water Management District to assist in the design and permitting for the Loxahatchee Mitigation Bank. Cotleur & Hearing was responsible for assisting in the design development and planning for the Mitigation Bank. The mitigation plan was proposed to restore the site and more closely mimic the historic Everglades system. Past hydrologic activities and disturbances of the natural hydrologic regime has resulted in the site becoming overgrown with Brazilian Pepper and other exotic vegetation. The pre-restoration condition of the site prohibits utilization by wading birds and other aquatic dependant wildlife. Cotleur & Hearing developed an exotic eradication and replanting prescription including the preparation of documents for bidding and construction. Cotleur & Hearing was also responsible for developing an electronic model to calculate the ecological lift and resulting number of mitigation credits. All components of the Mitigation Bank have been implemented and mitigation credits are now available for purchase.
